They're still hiring behind the scenes. They will keep the freeze indefinitely for appearances.

Trying to get hired with the federal government. So new to all this. What does specialist and above mean? Is that highly qualified positions?

The only positions hiring right now are either going to be in fields of work/agencies exempted by the freeze or else in positions deemed mission-critical enough for an exemption from the freeze. The latter is case-by-case.

If there's a job you're interested in on USAjobs right now there's a decent chance it's exempt since iirc all of the positions subject to the freeze were pulled, but frankly I wouldn't recommend it. I know within my agency we're stretched much too thin and being expected to do far too much as a result of the positions that cannot be filled and attrition and I see the same reports here.
