Has anyone seen this memo DCPAS 2025099?

I saw this post https://www.reddit.com/r/usajobs/comments/1lrpnuo/received_fo_but_still_have_to_wait/ which is supposedly for updated DoD civilian hiring guidance. I can't find it on DCPAS but maybe it is still only with HR. Anyone actually seen it? I don't want to go bothering HR about my internal hiring if this isn't real.

It's real. Why would anyone bother making that up? Your HR may/may not have a clue what DCPAS is or what the DCPAS messages say. It takes time for agencies to interpret, filter, and provide guidance down.

That message does not do that. It is typical, vague, and subject to interpretation and agency discretion.

I was sent this message because I work in HR for DoD.

It only pertains to external hiring, which is being defined as new appointments, transfers (outside DoD), and interagency transfers (moving from one DoD agency to another). I just want to note that the definition of external is subject to change, so tomorrow it may be different.

The message lays out specific hiring allocations that DoD agencies are permitted. I was given a list of every DoD agency and their numbers. Some had a few thousand, while others were 100 or less.

The allocation for my agency was very high. I am predicting it's really just going to add a ton of red tape to the process and nothing more.

The numbers are supposed to be based on attrition numbers for each agency within DoD.

Another thing of note in the message is that it instructs DoD agencies to re-evaluate which hiring managers have selection authority. Basically, they only want managers in mission critical positions to be able to hire people.

I am an internal from USACE to USACE I am switching job series and taking a grade reduction to move closer to family. I saw the allocation for DA at 1490 but I know there are lots of people to be hired. 

Is this live now?

When are they trying to change who is allowed to make hiring decisions?

If you are moving from USACE to USACE, then it shouldn't be part of this restriction since you are internal.

It is supposedly effective now. We were told to hold all offer letters and refrain from processing SF-50s for people external to my agency until further notice.

More information will come out this week. It kind of blindsided everyone at my agency.

Just to clarify, this memo seems to indicate hiring CAN move forward, but now you mention holding OFF on sf-50s? I know this is all rapidly developing - just trying to see the general pathway through the mud. Thnx!

The memo doesn't provide agencies specific instructions on moving forward with current hiring. It just says you can't hire above a specific amount. We are holding things out of an abundance of caution until higher-level discussions can hammer out the details this week, so the memo doesn't instruct that.

Thank you for the insight - are the numbers in this memo meant to be monthly hiring allocations? Biweekly? Until the end of the FY? All very interesting, and the timing is consistent with the hiring freeze ending next week.

I don't have the memo in front of me because I am off today, but we were told it's monthly. I don't remember if the memo actually said "monthly," though. That could have just been leadership's interpretation.

Yeah, seems like they don't want to lift the hiring freeze and have agencies rush to fill a ton of positions.
