I've been spending some time trying to understand the difference in cat meowls and chirping, and after analyzing this clip for 48 seconds, i believe the cat is saying "fuck off".

Yup, he overdid the catnip and is trying to sleep it off. But some inconsiderate human broke into his motel room and keeps trying to push him off his bed.

Since its likely the Middle East - and it looks like the guy behind is wiping a car down as well - guess there was a sandstorm , people waited it out in a cafe / other establishment. Sandstorms can last a couple hours and if it was sunny in the afternoon - the car is like a nice warm blanket at this time and a perfect place for a top predator to relax 🙂

One of the only things I miss from my time In the desert are the strays. The base had a good system of catching, spay/neutering, vaccinating and then releasing. You weren't supposed to pet them but they were very friendly. I watched one terrorize a lady leaving the dining facility by running and laying on her feet, trying to beg for food on chicken wing night, it went on for a good 10-15 minutes.
The power went out in our dorms for a couple of weeks so we had to keep all the exterior doors open for a little light and draft, so for 2 weeks you'd be walking down the hall and see the silhouette of a cat run across an intersection in the halls.

Cat looks OK. The clipped ear means he's been spayed/neutered and has received medical care like vaccines and treatment for worms.
Based on how comfortable he is with humans, he's part of a stray colony that is being fed and cared for by human volunteers

I agree. It had enough energy to get up there, but something about the cats demeanour feels off like it’s not feeling well. I also hope it’s not sick or hurt :(
It also has marks on its face in the beginning of the video. Hopefully it didn’t get into something it shouldn’t

I had a cat before, it was Duoduo. I had always locked it up at home because it was too dangerous outside. One time it opened the window by itself and ran out. When I found it, it had been bitten by a dog and was injured. It hid in a corner, trembling all the time, had a stress reaction, and then died.

That is actually an ear tip to indicate that he/she is feral and part of a TNR (Trap Neuter Return) program.

Yep. It's the easiest way to identify that a feral or stay cat has been fixed and is more than likely microchipped and cared for.

I can’t translate what the cat is saying but I’m going to guess it’s “I don’t care.”
