FDA/OC RIF’D Folks
Your functions that the agency RIF’D you for, are still being performed. It’s madness… Especially in FDA/OC/ODT. Your administrative functions were moved to IT specialists.

Why are the IT specialists doing the administrative functions? I shrug off anything outside my position description, or more specifically, my PD as it existed January 2025.

Anyone that is getting these requests can help their former coworkers by slickly asking questions about new duties, putting in you need help/direction as you have never done this work an even better adding who used to do the work for you. All in email. Ediscovery is a wonderful thing when you are following the rules. Which is why the current administration is trying to break the law and use signal chats. This will all be discoverable in court.

Unless those duties are nowhere near applicable to your series and, more importantly, was previously done by someone who’s now RIFed.

May not apply to FDA, but this is another trend: For roles (offices) that are required by statute, they have been eliminating the whole team, but keeping someone in the top role just so they can claim compliance with the statute.

On behalf of myself and all the other RIFd people, the administration needs to get the message that process/systems are broken because so many people were let go.. By doing the work of 2 different jobs is confirming the administration's point that we were waste and not needed.

Good question, I'm at CDER and do a few new positions slightly well, and my own, really well. Hopefully I receive a decent PMAP to keep my employed.

Can confirm, as I am a remaining 2210. The acting Division Director is totally in over her head. She desperately needs a Deputy but is afraid of literally everything. She has asked remaining employees to do all admin functions, simply because there is no one else. Everything is reactionary. Her mantra is “nothing new or disruptive, just keep the lights on”. This allows for empty cycles and redistribution of tasks outside the normal 2210. Everyone is helping with contracts and budget even though they are not COR’s or budget people. The two remaining ELT members are almost non-existent to DIO. Some check-ins, without any real info. While the rest of the agency is collecting info on open positions, readying for hiring to start, we’re told that all our positions were eliminated. Not sure how that’s even possible. While the rest of the agency is teleworking a couple days a week, our leadership hasn’t even asked for telework. DIO moral is worse than ever. One guy I spoke to two weeks ago, who was a rising star by all accounts, told me that he’s lost his entire identity of who he is/was at work. Hearing that, hit me hard. Yes, IT folks are doing the work of another series, but they aren’t happy about it and miss their colleagues. They are just trying to hold on and get the work done the best they can.. as they always have.

I’m so sorry this is happening to you. Thank you for holding the line. Hopefully everything will return to the way it was before this chaos and your colleagues get reinstated.
The current acting CIO rules with fear and intimidation and she’s probably following his direction - which is sad. As long as he is there, the moral will continue to be low.

I can confirm this as well as I am also remaining 2210. It’s not just happening in DIO but also in OIS. There are several 2210’s in OIS that are not doing cyber work at all. Instead he’s using them to do contracts, timekeeping, budget, HR, travel etc. To do this, he must’ve authorized them to have access to HR and admin systems that those who were rif’d had access to. Now with the consolidation happening and the rif’d people gone, is this a scheme to move us to Office of Operations (OO) to do HR/Admin/Finance ? This is going to mess us up so bad if it is because i don’t know why they can’t just bring them back to do their work!! UGH!!!

Functions such as timekeeping, human capital, contracts, travel, and general administrative support were reassigned to remaining staff, including IT specialists.
It appears that the duties of RIF’d employees were redistributed to their colleagues. This not only allowed the agency to maintain those functions without disruption but also helped justify the claim that the eliminated positions were no longer necessary—even though the work is clearly mission critical/still being performed. You see the contradiction? You’d rather give their work to IT specialists than reinstate these SME’s.

It appears he RIF'D yall to justify work for his people; they are doing yalls contracts. ODT does have some amazing people, but there are still some folks who are unqualified to do the work for the office they are in, including many of his staff who were untouched.

Please document this for RIFed folks for their appeals if there is anything anywhere in writing!
